I.A. FROM AFGHANISTAN

I.A.1. CONTACTING THE CRISIS CENTRE (CDC) OF THE FRENCH MINISTRY OF FOREIGN AFFAIRS

The evacuations from the Kaboul airport organised by France have now ended.

The crisis cell (CDC) set up by the French Ministry of Foreign Affairs to register all the people that need to be evacuated, can now only be reached by email :

• Priority [1] is given to:

You should specify the person’s situation (for example: journalist, family of a refugee in France, …) in the email subject.

You can attach any justification / proof attesting your story to your email.

Warning : you might receive an error email « message too large » if your files are too big. In that case, you can compress your files into a zip folder. If you do not receive an error message, the email has been sent.

You do not need to be the person that needs to be evacuated to contact the Crisis Center : volunteers, associations and families can call to declare the people that need to be evacuated.

I.A.2. THE SPECIFIC CASE OF FAMILY MEMBERS NEEDING TO BE EVACUATED FROM AFGHANISTAN AND “RELOCATED” TO FRANCE

Families of Afghans’ living in France are not prioritised by the Ministry of European Foreign Affairs for evacuations, and this is the case whatever the status of the person living in France is : refugee protection, subsidiary humanitarian protection, asylum seeker, any other residence card. Hence it is absolutely not guaranteed that your family will be evacuated and “relocated” to France.

However, the Ministry of European and Foreign Affairs has communicated that they will take into account all cases.

India has set up a new type of e-visa “e-Emergency X-Misc Visa” for Afghan citizens. It is available to Muslims and is a 6 month visa.
Applications should be done online.

II.C. REGISTERING YOUR VISA APPLICATION FOR FRANCE AT THE EMBASSY OR CONSULATE

II.C.1. THE GENERAL VISA APPLICATION PROCEDURE

  The document must specify : identity of the signatory, personal address of the host and place of residence for the foreigner, identity and nationality of the foreigner, date of arrival and departure, familial relation (if there is one), features of the place of residence, commitment by the host to provide for the foreigner’s expenses during his or her stay.
• The means of existence : the administration requires resources equals to the daily minimal wage (70 euros per day) multiplied by the number of days planned. This level is reduced by half if the certificate of reception is provided.
  If one cannot satisfy this condition, the host must indicate to their township that they can take charge of all expenses during the stay (70 euros per days multiplied).
• An insurance covering all medical expenses (including hospital bills) that covers a cost up to a minimum of 30.000 euros.
